 Call on Mass. Legislators to Support Quality Personal Care
Seniors and persons with disabilities rely on personal care services to live at home instead of an institution. But high turnover makes it difficult to find and keep quality caregivers. Call on your MA legislators to support H. 4246/S. 139 creating a PCA Quality Workforce Council, which will help reduce turnover and ensure quality care.

Quality Jobs for Quality Care
Personal care attendants provide the assistance that allows adults and children with disabilities and seniors to live at home.
But most PCAs receive low wages, no health insurance, no sick or vacation time—conditions that result in high turnover and make it difficult to find and keep personal care attendants.
New Legislation to Solve Workforce Issues
New legislation (H. 4246/S. 139) has been introduced by Rep. Lida Harkins and Sen. Steve Tolman to make it easier to find and keep PCAs through a Quality Workforce Council while maintaining consumer control and direction.
A Quality Workforce Council...
- Makes it easier for consumers to find a caregiver they can depend on through a workforce directory that helps match available attendants with consumers.
- Is directed by consumers and advocates who understand the issues.
- Keeps consumer direction intact--including the hiring and firing of attendants.
- Recruits new attendants into the field.
- Reduces turnover by setting fair wages and benefits for attendants.
- Provides backup services and respite care when regular caregivers are unavailable.
- Gives caregivers the opportunity to have a voice through forming a union.
